A Substance Abuse Professional (SAP) is a qualified professional who evaluates employees who have violated DOT drug and alcohol regulations. The SAP plays a critical role in the Department of Transportation's return-to-duty process.
After a transportation worker violates DOT regulations regarding alcohol or drug use, they are required to be assessed by a SAP before they can return to any safety-sensitive function. The SAP recommends education and/or treatment, monitors compliance, and conducts follow-up evaluations.
